Guidance advice visits were paid to blood centres and regional hospitals by SCS consultants in February, May, August and December. Purpose: inception, SWOT analysis,
Haemovigilance, Documentation, Microbiology, Unified Quality System, Document Management, Quality Workshop, donor management , PAC meetings.
In November 6 persons from Estonia (Blood Bank, Hospital and Ministry of Social Affairs) visited Sanquin Concern Staff in Amsterdam for a 4 days study tour in relation to the project (exchange of concepts and information, visit of Sanquin Blood Bank Noordwest). |

Purpose:
Rapid Strengthening of Blood Transfusion Services in selected African and Caribbean countries
Project overview separate table | The application focuses on four African countries – Uganda, Rwanda, Tanzania and Zambia. July 2004 the application was awarded conform the narrative. The project started with administrative and organisational preparations. Two training sessions were organised – one for the four team leaders and supportive staff, and one for all selected rotating team members. Through contacts with the beneficiary countries, organised by CDC, country wise agreements were reached on the format and implementation of the project. The inception phase started October 2004 with assessment mission to Tanzania, Zambia, Rwanda and Uganda. resulting in adjusted and tailor made country plans of action for the next project step – implementation phase. |

Purpose: Rapid Strengthening of Blood Transfusion Services in selected African and Caribbean countries
Project overview separate table | The year 2005 was the first year of a five year international project in four countries in Africa. The missions fulfilled focused on initial implementation based on the 2004 assessments.
During the calendar year 2005 the provision of technical advice to Tanzania was unexpectedly and unilaterally terminated, leaving SCS with the continuing support of three countries – Rwanda, Uganda and Zambia.
Each of these countries was visited several times by combinations of experts from the SCS
PEPfAR team. In Mbarara, Uganda a Quality Management Training course of 2 weeks for senior and managerial staff from all 5 regional centres, the two satellite centres and HQ staff was organized.The QMT course was attended by 24 people. Much of the guidance and advice focussed on the development of the necessary infrastructure and human resource as a fundament for success and sustainability. This became particularly visible in Uganda and Zambia, where progress in Rwanda was lacking behind because of governance and leadership difficulties. |
| Estonia | Senter Matra/EVD Pre-accession project (MAT02/ES/9/1).
Development of the Capacity of the Estonian Blood Centres | Contribution to the project focused on guidance and advice, transfer of knowledge, training and evaluation. The Dutch and Estonian teams at the final Project Advisory Committee (PAC) meeting concluded that the project achieved its goals as set out in the Terms of Reference to satisfaction. During the PAC exit meeting the NEBC commented in particular about project objectives expediency as follows:
Useful project for new ideas and networks outside Estonia;
Excellent and relevant information provision on a wide range of topics important for the harmonization and implementation of EU directives in Estonia;
A common approach was introduced to all Blood Banks in Estonia regarding GMP and quality management and middle management was trained in quality systems and management;
A common approach was introduced to rationalise the use of blood and haemovigilance and training courses given;
Relevant advice on economic issues relative to blood pricing and reimbursement;
The process of a unified ICT system finally resulted in the set up of two Work Groups with the back up of the Minister of Health;
Recommendations of the IT audit carried out by the NL team were basis for unified system approach;
Study tour to the Netherlands by 6 senior BB officials was a success;
Training of 2 senior managers (Quality Management and Quality Control) in Groningen very relevant;
Procurement of laboratory equipment was useful;
For the first time in Estonia, by means of the survey, there is a donor profile, which can be used for future policy decisions about donor retention. |
| Cyprus | EU Twinning Light project nr CY / 2003/IB/OT/02-TL started in September and will last for 6 months. The project is done jointly with NSPOH,
Amsterdam and the Dutch Ministry of Health, Welfare and Sport.
The project was terminated by the end March 2005. | a. To safeguard the safety, quality and adequacy of blood and blood components in compliance with the acquis communautaire.
b. To introduce a new organisational structure with a clear role definition of its various components so that a new National Blood Establishment is created to undertake, in an efficient and secure way, all aspects of blood transfusion in Cyprus in compliance with the EU acquis.
SCS contribution focused on guidance and advice, transfer of knowledge, training and evaluation. The missions in 2005 contributed to the two major objectives:
1. The development of a National Blood Establishment – defining the role of the various components; the legal framework; the organizational, departmental and operational structure; logistical and communication structures; levels of personnel and JDs and a study visit.
2. Development and upgrading of the hospital BTSs – advice on ICT for labelling, monitoring and traceability; advice on successful retention and motivation of donors; blood stock, clinical use and haemovigilance; effective blood distribution; flow charts for allocation of tasks and working areas; specifications of equipment; parameters for safety and hygiene; development of a quality system. |

| Uzbekistan | ADB ‘Woman and Child Health Development Project’
Component 3 will provide technical assistance aimed at rendering assistance to the Ministry of Health in the following three sub-components | - Establishing a National Level Comprehensive Blood Safety Program.
- Restructuring the regional Blood (Transfusion) Supply System
- Encouraging Voluntary Blood Donors.
ADB launched a call for proposals to implement the project. Sofreco from France applied jointly with SCS, where SCS will focus on the quality system and quality management system implementation.
In anticipation of the project to be awarded working visits in September and November were carried out against the following objective – a comprehensive assessment and analysis of current status of blood service system in Uzbekistan.
This visit resulted in a National Consensus meeting chaired by the Deputy Minister of Health responsible for Blood Transfusion. The outcome now functions as the political guideline for the planned Reform of the blood supply in the country. |
